WEST BENGAL JUNIOR SOCIAL WELFARE SERVICE ASSOCIATION
Soon after India won freedom the nation framed its own constitution proclaiming the country to be a Welfare State. The crucial role played by Social Welfare Administration in management of public affairs, in any Welfare State, is so well known that it does not require any further elaboration.
Though there was no dearth of intention, the country which had freshly passed through a devastating colonial rule stretching over a prolonged period of about two centuries, took a long time to formulate schemes and initiate programmes in the arena of social welfare. In 1953 Central Social Welfare Board was formed and subsequently State Social Welfare Boards were also formed. It took longer time to evolve necessary structures for their administration.........
It was only in 1964, when a Department of Social Welfare could be created by Union Government, by pulling together some of the important social welfare programmes initiated till then. Subsequently after 1985 Ministry of Women and Child development and Ministry of Social Justice and Empowerment were formed. Now in 2012 a separate Department of Disability Welfare has been formed under Ministry of Social Justice and Empowerment.
In West Bengal the journey of Social Welfare administration started from Home (Social Welfare) Department which has passed through Relief and Welfare Department (Welfare Branch) and now stands at two Departments, namely Child Development Department and Women Development and Social Welfare Department. The nature of welfare administration had also undergone a sea change from institutional service approach to social empowerment and safety net approach, from providing dole to act as change agent in the Society.
Here, in West Bengal, with gradual increase in welfare activities, the Government created one State Service named West Bengal Junior Social Welfare Service, in 1970, under Welfare Branch of Relief and Welfare Department.
A long time has passed and enormous changes have taken place in the arena of Social Welfare since then. The schemes and programmes not only increased in large numbers, their volumes have also undergone massive expansion. Developmental and Statutory bodies like Controller of Vagrancy, West Bengal Social Welfare Board, Rajya Sainik Board, West Bengal Women Development Undertaking, Commissioner for Persons with Disabilities, West Bengal Commission for Women, State Resource Centre for Women, and West Bengal Commission for Protection of Child Rights etc have also been constituted, keeping in tandem with growing trend in the social welfare arena.
Presently the two separate Departments-- Child Development Department and Women Development & and Social Welfare Department, which implements numerous schemes and programmes including Integrated Child Development Services Scheme, Integrated Child Protection Scheme, Disability Welfare and statutory Homes. The present number of Integrated Child Development Services Projects in the State is 576 and there are also about 36 statutory Homes. At the helm of each Integrated Child Development Services Project or statutory Home there is one person designated as Child Development Project Officer or Manager or Superintendent who is exclusively accountable for proper administration of the programme. These Officers along with of some other Officers posted at District level and State level constitute the cadre of West Bengal Junior Social Welfare Service which cater service in both the Departments of CD and WD & SW.
In the year 1977 the officers of abovementioned Service soon after creation formed West Bengal Junior Social Welfare Service Association, which was subsequently registered (under West Bengal Societies Registration Act). The Association formed with the Officers of the Service and the Officers promoted from the Service such as Assistant Director, Assistant Commissioner, and Deputy Director. The Association has also experienced rapid expansion keeping in pace with the aforesaid phenomenal growth in social welfare services within the state. The West Bengal Junior Social Welfare Service Association is the only Association which represent the Officers of West Bengal Junior Social Welfare Service and the Officers promoted from the Service.
